PICAL Statement: November 15, 2024

After a challenging period, Phillip Island Community and Learning (PICAL) is now on a positive path, supported by a revised understanding of its historic debt and strong backing
from staff, volunteers, and the local community.

Initially, it was believed that this historical liability might affect all current and former staff, regardless of role. However, final legal advice has clarified that only 16 roles were impacted, and often to a lesser extent than previously anticipated. This outcome enables PICAL to address these historic liabilities from its reserves.

While PICAL could settle all debts immediately, staggering some payments allows us to preserve adequate funds for day-to-day operations. This approach is incorporated into a two-year cashflow projection to ensure PICAL maintains a solid financial foundation.

Details of this plan have been shared with the Department of Family Fairness and Housing (DFFH), the primary funder through Neighbourhood Houses Victoria.

All affected employees will receive their full entitlements, with smaller amounts paid immediately and the remaining balance by July 2025.

When PICAL’s financial difficulties were initially disclosed, the community showed strong support, offering donations and raising essential funds. While deeply appreciative, PICAL prioritised confirming its viability before accepting financial support, ensuring any contributions would directly support PICAL’s continuity.

Though PICAL’s reserves will now be modest, this positive momentum offers an opportunity for the community to rally together. PICAL is aiming to raise $80,000 with the help of local businesses and community members to replenish its reserves and sustain operations.

PICAL’s core functions, supported by dedicated volunteers, include essential paid roles covering management, finance, cleaning, and Centrelink support. Job descriptions and pay scales have undergone an independent review to ensure compliance and stability as PICAL moves forward.

In line with its commitment to sustainability, PICAL will continue exploring internal efficiencies, potentially including adjustments to operational hours. With a clear plan, community support, and the dedication of volunteers and staff, PICAL is well-positioned for a strong, resilient future.
